[WAS] consider increasing the maximum size of the cache

가끔씩 tomcat을 실행 및 운영을 하다 보면 아래와 같이 에러가 발생하는데,
백그라운드 정리 프로세스가 캐쉬 공간을 확보하지 못해서 발생된다.
