[OTLanguage] Github 배지 등록하는 법

배지 등록 조건을 만족하지 못했기 때문에 정식적으로 등록이 불가능하여 직접 만들게 되었습니다.
(이것도 공부...?)
아직 기술이 부족하여 이미지 크기를 줄이지 못 했다는 것이 아쉬웠습니다.(현재는 크기를 줄이고 퀄리티를 올리는데 성공하였습니다.)
