1. Cloud Firestore 데이터베이스를 생성했는가?
   • 예 => 2번으로
   • 아니오 => 생성 후 2번으로
2. 생성 후 30일이 지났는가?
   • 예 => 규칙 수정 (테스트 모드에서 프로덕션 모드로 전환되어 권한이 바뀌었을 가능성 있음)
   • 아니오 => 규칙 확인
