The map server is not always activate like ros1, so

ros2 run nav2_map_server map_server __params:=.yaml

And in the other terminal,

ros2 run nav2_util lifecycle_bringup map_server

or

ros2 lifecycle set map_server configure
ros2 lifecycle set map_server activate
